Study on National Policies and Cohesion

This study aimed to quantitatively assess the resources EU Member States allocate to policies that (i) focus on specific territories or explicitly aim to reduce territorial disparities and strengthen cohesion, and (ii) are fully funded by national resources (not co-financed by EU funds). The study created a comprehensive database of spending programmes and initiatives at the Member State level, detailing the area of intervention (e.g., economic development, transport, energy, environment), policy instrument type, budget (planned and actual), territorial focus (e.g., rural, urban, less developed regions), target groups (e.g., economic sectors, firms, public entities), and the territorial administrations (national, regional, city) responsible for policy design and implementation.
Opix conducted the literature review, developed the taxonomy, and contributed to policy conclusions and recommendations. Opix was also responsible for data collection and the preparation of country reports for Greece and Cyprus.
